Establishes the Standards of Service for Providers of Blood Clotting Products for Home Use Act to regulate entities dispensing blood clotting products for home treatment of bleeding disorders including hemophilia and von Willebrand disease.

Requires providers of blood clotting products for home use (hospital pharmacies, specialty pharmacies, retail pharmacies, and others) to meet 17 specific service standards including 24/7 on-call staffing, emergency delivery within 12-24 hours, and access to all FDA-approved clotting product brands.

Mandates providers supply necessary ancillary infusion equipment and supplies, arrange home nursing services when medically necessary, and notify patients of product recalls within 24 hours.

Requires non-emergency prescriptions be shipped within two business days and establishes standards for proper storage, shipping, recordkeeping, and language interpretation services.

Designates the California State Board of Pharmacy to administer and enforce the requirements, with exemptions for hospital and health system pharmacies dispensing products only for emergency, urgent care, or inpatient situations.
