Adds Section 21080.20 to the Public Resources Code to exempt the expansion of existing overpasses, onramps, and offramps from California Environmental Quality Act (CEQA) requirements when built on easements or rights-of-way controlled by state or local transportation agencies, cities, or counties.

Imposes state-mandated local program duties on local governments to determine whether the exemption applies to specified highway expansion projects.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to fund the mandated program under Government Code Section 17556.

Declares the act an urgency statute effective immediately, citing the need to spur job creation during economic hardship.

Requires a two-thirds vote for passage.
