Creates the Business Master License Center within the State and Consumer Services Agency to develop and administer a computerized one-stop master license system for businesses to acquire and renew state licenses.

Requires 17 specified state agencies (including Department of Consumer Affairs, Department of Motor Vehicles, Franchise Tax Board, and others) to participate fully in implementing the master license system and sharing license information.

Imposes master license administrative fees of $15 for new applications and $9 for renewal applications, to be deposited into the newly created Business Master License Fund for administering the center.

Allows the Governor to appoint a third-party facilitator from the business community to provide oversight over the center's creation and development of its master license system.

Requires the center to compile regulatory program information, provide a uniform business identification number, facilitate staggered license renewals, and recommend elimination or consolidation of duplicative licensing requirements to the Governor and Legislature.
