Requires the first attempt to personally serve a summons or complaint initiating a civil action to occur between 7 a.m. and 8 p.m., expanding the current permitted hours from 8 a.m. to 6 p.m.

Service of a summons performed in violation of this time requirement remains valid and effective.

This section is temporary and repeals automatically on January 1, 2014, unless extended by later legislation enacted before that date.

Takes effect immediately as an urgency statute to protect homeowners' privacy and freedom from harassment during service of process.
