Requires the Bureau of State Audits to review and report on regulations adopted or amended on or after January 1, 2011 by energy-related state agencies (State Energy Resources Conservation and Development Commission, Public Utilities Commission, California Consumer Power and Conservation Financing Authority, and similar agencies)

Reviews must be completed within 5 years of regulation adoption or amendment and must include analysis of statute authorization, regulation purpose, effectiveness, consistency with law, enforcement status, written criticisms received, and estimated economic and consumer impact

Bureau must post all review reports and recommendations on its Internet website

If an agency takes no action in response to the Bureau's report within 2 years of its issuance, the regulation automatically ceases to be operative

Agencies may respond by doing nothing, implementing the Bureau's recommendations, or developing their own plan to address the recommendations
