Appropriates $30,000,000 from the Disaster Preparedness and Flood Prevention Bond Fund of 2006 to the Department of Water Resources for flood protection projects in the Sacramento-San Joaquin Delta.

Funds may support projects that improve Delta sustainability, including efforts to reduce levee failure risks that could disrupt water conveyance.

Supports flood management actions in the Sacramento-San Joaquin Delta implemented before adoption of the Central Valley Flood Protection Plan, as part of multibenefit projects complementing planned flood protection efforts.

Requires the Department of Water Resources to expedite evaluation of nonurban levees on the west bank of the Sacramento River protecting unincorporated communities.

Authorizes the Department to study and implement joint projects with local government agencies to improve flood bypass facilities as multibenefit flood control structures, consistent with state policies.
