SCA 29 Summary

• Proposes a constitutional amendment adding Section 32 to Article I requiring voter approval for any state or federal health care program enacted after January 1, 2010 that mandates individual coverage, guarantees issue requirements, employer coverage mandates with penalties, government-operated competition with private insurers, or single-payer systems

• Voter approval must come through a separate statute submitted by the Legislature or by initiative

• Does not apply to laws already in effect as of January 1, 2010 or to workers' compensation system laws

• Requires a two-thirds vote of both legislative houses to submit to California voters
