Reduces the advance notice requirement for bill passage from 72 hours to 48 hours, during which bills must be made available to the public on the Internet.

Allows either house of the Legislature to dispense with the 48-hour Internet availability requirement by rollcall vote with three-fourths of the membership concurring.

Removes the 72-hour advance notice requirement for committee hearings and votes on bills.

Requires constitutional amendment approval by California voters, with two-thirds of each legislative house concurring.
