Honors CHP Officer Douglas "Scott" Russell (badge number 11619), who served over 22 years in the California Highway Patrol and was struck and killed by a fleeing suspect's vehicle on July 31, 2007, while deploying a spike strip on State Route 50

Requests the Department of Transportation to determine costs for appropriate memorial signs and erect them upon receiving donations from nonstate sources to cover the expenses

Officer Russell served in multiple CHP assignments from 1985 to 2007, including Hayward, Bridgeport, and Placerville, and was named Officer of the Year in 2003
