Acknowledges that substance abuse affects up to 80 percent of juveniles in the justice system, yet only 3.6 percent receive treatment despite 44 percent meeting clinical criteria for substance abuse disorders

Establishes 12 enumerated rights for all juveniles in the juvenile justice system, including rights to rehabilitation, evidence-based treatment, education, family services, least restrictive alternatives, and reintegration support

Recognizes that 75 percent of incarcerated juveniles have diagnosable mental health disorders and emphasizes need for age and developmentally appropriate education comparable to public schools

Urges all California facilities housing or overseeing juvenile court wards to adopt these rights into their regulations and common practices

Directs the Secretary of the Senate to transmit copies of the resolution to the Division of Juvenile Facilities and all facilities housing juvenile wards
