Designates a portion of State Highway Route 108 in Modesto from Five Points (J Street, Needham Street, Downey Avenue, McHenry Avenue, and 17th Street) continuing east to Riverbank as the R. Kirk Lindsey Memorial Highway

Requests the Department of Transportation to determine the cost of appropriate signs displaying this special designation

Requires the Department of Transportation to erect the memorial signs upon receiving donations from nonstate sources sufficient to cover all costs

Honors R. Kirk Lindsey, a California Transportation Commission member who died June 10, 2009, for his contributions to public service, business leadership, and community involvement over his career
