Urges the Department of Justice to develop and implement a standard statewide format for electronic reporting of secondhand dealer transactions.

Requires the format to include clear and comprehensive descriptive categories for tangible personal property purchased, traded, pawned, or accepted for sale by secondhand and coin dealers.

References Chapter 994 of the Statutes of 2000, which mandated the Department of Justice to develop this standard format in consultation with local law enforcement and dealer representatives.

Aims to curtail the dissemination of stolen property, facilitate recovery of stolen goods, and aid in detecting possible sales tax evasion through uniform statewide regulation.

Notes that implementation of the electronic transmission standard has not yet occurred and calls for compliance "at the earliest possible time."
