Recognizes that children in low-income communities experience significant learning loss during summer months, known as "the summer slide," which contributes to achievement gaps and lower high school graduation rates.

Acknowledges that nearly one-third of California's 5th graders are overweight or obese, with children gaining weight more rapidly during summer when they lack access to school meals and organized physical activity.

Notes that summer school is California's largest summer program provider but has been severely impacted by budget cuts, leaving low-cost summer programming extremely limited relative to the number of children who need it.

Encourages recognition that all children need safe, fun, and educational summer opportunities to prevent learning loss and weight gain.
