Urges the Centers for Medicare and Medicaid Services (CMS) to adopt regulations and Congress to enact legislation to speed up licensure and certification surveys for new dialysis clinics in California

Identifies delays of months to over a year for state surveyors to complete required licensure and certification surveys before new dialysis clinics can receive Medicare reimbursement

Notes that new dialysis clinics are placed in Tier III of CMS's four-tier survey process, which delays completion because Tier I and II functions must be completed first with insufficient CMS funding

Requests CMS eliminate the "justification letter" requirement for new dialysis clinics and allow state licensure surveys to be conducted simultaneously with CMS certification surveys

Directs the Secretary of the Senate to transmit the resolution to federal officials including the President, Congressional leaders, and the CMS Administrator
