Calls on the President and Congress to adopt policies encouraging advanced clinical research trials into the therapeutic use of marijuana that meet accepted scientific standards

Memorializes the federal government to create a comprehensive federal medical marijuana policy ensuring safe and legal access for patients who would benefit from it

Directs the Secretary of the Senate to transmit copies of the resolution to the President, Vice President, Speaker of the House, and all California members of Congress
