Encourages the Centers for Medicare and Medicaid Services to amend Clinical Laboratory Improvement Amendments regulations to allow qualified non-doctoral, non-board certified persons to serve as laboratory directors of local public health laboratories if qualified under state law.

Urges Congress and the President to enact legislation achieving the same goal of allowing qualified non-physicians to direct local public health laboratories.

States that current CLIA regulations have led to closure of needed local public health laboratories in California and created national security concerns regarding disease identification and communicable disease response.

Directs the Secretary of the Senate to transmit copies of this resolution to the President, Vice President, Congress leadership, and all California federal representatives.
