Requests Congress to develop a comprehensive federal regulatory framework for marine aquaculture that includes complete environmental review and meets or exceeds protections in California's Sustainable Oceans Act

Opposes expansion of marine aquaculture off the Pacific Coast without a federal regulatory framework and opposes federal policies that would weaken California's role in aquaculture permitting decisions

Identifies environmental risks of marine aquaculture including escaped fish impacts on native ecosystems, pollution from nutrients and waste feed, disease transmission, pressure on wild fish populations, maritime safety threats, and negative effects on commercial fishing

Directs the Secretary of the Senate to transmit the resolution to the President, Vice President, Congressional leaders, California's federal representatives, the Secretary of Commerce, and NOAA Administrator
