Memorializes Congress and the President to vindicate sailors unjustly blamed for the Port Chicago naval disaster of July 17, 1944, which killed approximately 320 naval personnel, including 200 African American enlisted men.

Requests full exoneration of all 50 sailors court-martialed for mutiny following the disaster, including clearing their military records of court judgments and dishonorable discharges.

Urges compensation to families of sailors who received reduced death benefits ($3,000 instead of $5,000) and notification to all eligible families of benefit eligibility.

Requests the reinterment of unidentified sailors from San Bruno Military Cemetery to Arlington National Cemetery with marked graves and naming a naval ship "Port Chicago" as commemoration.

Invites Port Chicago survivors and their families to a White House recognition ceremony.
