Urges the United States Congress to pass the International Violence Against Women Act and establish the offices and policies contained within it

Would create an Office of Women's Global Development within the U.S. Agency for International Development (USAID) and establish an Office of Women's Global Initiatives and Advisory Commission on International Violence Against Women within the U.S. Department of State

Directs development of a five-year international strategy to prevent and respond to violence against women and girls, including enhanced training of foreign military and police forces on violence against women

Authorizes appropriation of $5,000,000 annually through fiscal year 2012 to support the United Nations Development Fund for Women Trust Fund in Support of Actions to Eliminate Violence Against Women

Requires collection of data and research on violence prevention and response efforts, including information on violence against women and girls in human rights reports
