Urges Congress and the President of the United States to enact legislation requiring the 2020 Census to gather data on sexual orientation and gender identity.

Calls upon the President to encourage and the Secretary of Commerce to adopt policies for collecting sexual orientation and gender identity data in the 2020 Census and future U.S. Census Bureau surveys.

States that census data is used for allocating federal funds to hospitals, schools, job training, and other services, and for determining House representation by state.

Asserts that the current census discriminates against lesbian, gay, bisexual, and transgender communities by not collecting data on sexual orientation or gender identity.

Directs the Secretary of the Senate to transmit copies of the resolution to the President, all members of Congress, and the presiding officers of each state legislature.
