Urges the President and Congress to immediately enact the Achieving a Better Life Experience Act of 2009 (ABLE Act), proposed in H.R. 1205 and S. 493

Calls for creation of disability savings accounts for individuals with developmental or other disabilities that would accrue interest tax-free

Supports ABLE Act as alternative to college savings plans (529 plans), addressing financial planning needs specific to families with disabled members

Would allow tax-free savings for essential expenses including medical and dental care, education, assistive technology, housing, transportation, and personal support services with no age limitations

Directs California Legislature Secretary to transmit resolution to President, Vice President, Congressional leadership, and California's federal representatives
