Urges U.S. Congress and the President to include career technical education coursework and programs in the reauthorization of the Elementary and Secondary Education Act and the No Child Left Behind Act.

Requests that the reauthorization establish benchmarks and measurement requirements for states' career technical education delivery models to ensure accessibility for all students before high school graduation.

Argues that career technical education programs provide essential 21st century skills needed to maintain American competitiveness and sustain the middle class workforce.

Directs the California Secretary of the Senate to transmit copies of the resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress.
