Prohibits health care service plans and health insurers from charging higher copayments, deductibles, or coinsurance for orally administered anticancer medications than for intravenously administered or injected cancer medications, effective July 1, 2013.

Bars plans and insurers from complying with this requirement by simply increasing cost-sharing amounts for intravenous or injected cancer chemotherapy agents.

Allows health care service plans and insurers to continue requiring prior authorization and utilization review for chemotherapy treatments.

Does not apply to plans without outpatient prescription drug coverage or to health benefit plans with the Public Employees' Retirement System Board of Administration.

Does not require coverage exceeding essential health benefits required under the federal Patient Protection and Affordable Care Act.
