Transfers jurisdiction over the California Science Center, California African American Museum, Exposition Park, and Exposition Park Manager from the State and Consumer Services Agency to the Natural Resources Agency, effective July 1, 2013.

Renames the Resources Agency to the Natural Resources Agency and updates its composition to include the California Science Center and various other departments and commissions.

Establishes the Exposition Park Improvement Fund to receive revenues from California Science Center parking facilities, museum rentals, and other business activities for park improvements and maintenance.

Authorizes the California Science Center to enter into site leases and lease-purchase agreements with the California Science Center Foundation for Phase II development, with lease payments up to $22,945,263 in state funds over not more than 25 years.

Requires the California Science Center to establish an Exposition Park Manager position appointed by the Governor to manage park events, security, and police services.
