Authorizes certified producers to accept and process low-cost automobile insurance applications through Internet websites, subject to Department of Insurance regulations and approval.

Requires the California Automobile Assigned Risk Plan to establish or contract for an Internet website allowing consumers to either receive referrals to certified agents/brokers or be randomly assigned to one in their geographic area.

Allocates up to $50,000 from the Department of Insurance consumer outreach fund for implementing online application systems and up to $100,000 for website development.

Prohibits applicants from being required to provide driver's license copies if the Department of Insurance determines an alternative suitable verification method exists.

Requires the Department of Motor Vehicles to include information about "California Low-Cost Auto Insurance" on suspension/cancellation notices, including website address, toll-free number, and eligibility requirements in English and Spanish.
