Extends state cash management provisions through fiscal year 2012-13 to allow deferral of payments to schools, universities, and local entities to address General Fund cash shortages.

For 2011-12 fiscal year, authorizes up to $100 million (up to $300 million if sufficient cash available) in early June payments to charter schools and school districts facing hardship from payment deferrals, with priority based on certification date.

Establishes specific payment deferral schedules for K-12 schools and community colleges in 2011-12 and 2012-13, including July, August, October, and March deferrals with repayment timelines, and allows hardship waivers for affected entities.

Limits University of California and California State University monthly payments to 1/12 of annual appropriations (July-April) for 2010-11 through 2012-13, excluding lease-revenue bond payments and transfers.

Appropriates $1,000 to the Controller for administrative costs and requires county auditor-controllers to report additional property tax revenues by June 10, 2012.
