Director of General Services is authorized to enter into an agreement with the City of Carlsbad to exchange real property, with the state offering portions of South Carlsbad State Beach and the city offering excess property from Carlsbad Boulevard redesign.

City of Carlsbad must reimburse the state for any difference in appraised property values and cover reasonable administrative costs for the title transfer.

City of Carlsbad is solely responsible for compliance with the California Environmental Quality Act and the federal Land and Water Conservation Fund Act of 1965 in connection with the property transfer.

The property exchange must be based on current fair market value and result in no net cost or loss to the state, with terms and conditions determined by the Director of General Services.
