Allows lessees of oil and gas and mineral leases to file a written request with the State Lands Commission to relinquish all or a portion of lease premises, subject to completion of required facility abandonment and land reclamation.

Requires the lessee's relinquishment request to be heard at a regularly scheduled commission meeting only after the lessee has completed all required abandonment and reclamation work specified in the lease and approved by the commission.

Upon commission acceptance of the relinquishment, the lessee is released from all future obligations under the lease for the relinquished lands, but remains liable for any lease breaches or defaults existing at the time of approval.

Until abandonment and reclamation are completed, the lessee must continue to comply with all lease terms including payment of accrued rentals and royalties.

Does not affect or terminate any leases that were in effect prior to January 1, 2013.
