Changes the standard of proof for elder and dependent adult abuse or neglect cases from "clear and convincing evidence" to "a preponderance of the evidence" under Welfare and Institutions Code Section 15657.

Requires employer liability for punitive damages to meet the conditions in Civil Code Section 3294(b) before punitive damages may be imposed, but clarifies this requirement does not apply to compensatory damages or attorney's fees awards.

States that changes to the standard of proof are not intended to affect the standard of proof for punitive damages under Civil Code Section 3294.

Removes provisions regarding arbitration appeals that would have limited appeals from orders dismissing or denying petitions to compel arbitration.
