Expands State Auditor's access to confidential records by clarifying that providing such information to the Auditor does not waive legal privileges, and defines "confidentiality" to include statutory and common law privileges.

Strengthens whistleblower protections by requiring the State Auditor to obtain express permission before disclosing a whistleblower's identity, and expanding the definition of "improper governmental activity" to include violations of Executive orders, California Rules of Court, and State Administrative Manual policies.

Authorizes the State Auditor to refer investigations to involved state agencies or other oversight agencies for investigation under the Auditor's supervision, and to share investigative findings with law enforcement, administrative agencies, and licensing agencies.

Requires state agencies to disclose opportunities to file whistleblower complaints with the State Auditor whenever they advertise their own internal whistleblower complaint programs.

Extends State Auditor jurisdiction to include the Supreme Court, Courts of Appeal, superior courts, and Administrative Office of the Courts; repeals obsolete statutory provisions related to the State Auditor's authority.
