Amends Section 1941.1 of the Civil Code to clarify standards for habitable rental dwellings, including requirements for waterproofing, plumbing, water supply, heating, electrical systems, sanitation, garbage receptacles, and structural integrity.

Prohibits the habitability standards from being interpreted to prevent tenants or property owners from participating in utility energy savings assistance programs for heating or hot water system repairs or replacements.

Allows tenants and owners to qualify for program assistance that achieves energy savings without violating the minimum habitability requirements of the law.
