Amends the California Public Records Act to include the Assembly and Senate as state agencies subject to public records disclosure requirements.

Requires that any budget, fund, account, or expenditure of the Senate and Assembly created through the annual Budget Act be treated as a disclosable public document.

Repeals the Legislative Open Records Act (Article 3.5, commencing with Section 9070).

Adds the Assembly and Senate to the list of state bodies required to establish written guidelines for accessibility of records and post them in a conspicuous public place.
