Requires the Director of General Services to submit a report to the Legislature by January 31, 2012 on wireless facility lease agreements entered into on state-owned real property and revenues deposited into the Digital Divide Account.

Mandates that initial wireless facility lease terms shall not exceed 10 years, with up to five renewal terms of no more than 5 years each.

Requires state agencies to provide written explanations when rejecting wireless facility lease applications and directs the Director to identify alternative sites and collaborate with agencies to resolve placement issues.

Eliminates the requirement that local permits be in place prior to the state negotiating a wireless facility lease agreement.

Makes the legislative reporting requirement inoperative on March 31, 2017.
