Renames existing foreign trade zone provisions as the "California Foreign Trade Zone Act" and establishes the California Foreign Investment Program to manage EB-5 regional center designations under federal immigration law.

Transfers responsibility for international trade and investment activities from the Secretary of Business, Transportation and Housing to the Director of the Governor's Office of Business and Economic Development.

Establishes the California Export Promotion and Gap Financing Program authorizing the Director to apply for federal funding and implement export financing programs meeting specified conditions including local government participation and annual reporting requirements.

Creates the Economic Development and Trade Promotion Account within the Governor's Office of Business and Economic Development to fund international trade and investment activities, including a new Export Subaccount for the export financing program.

Allows the Director to accept private sector donations up to $10,000 per donation (maximum $10,000 per quarter per donor) for international trade and investment promotion activities, subject to political reform laws and public disclosure requirements.
