Establishes supplemental job displacement benefits for workers with permanent partial disabilities occurring on or after January 1, 2013, in the form of a $6,000 voucher redeemable for education, training, licensing, counseling, tools, and computer equipment expenses.

Voucher expires 2 years after issuance or 5 years after the date of injury, whichever is later, and employees have 20 days to receive the voucher after permanent disability determination.

Exempts employers from providing vouchers if they offer reemployment or continued employment in regular, modified, or alternative work expected to last at least 12 months within 60 days of the permanent and stationary medical determination.

Requires employers to provide written notice of employee rights within 10 days of the last temporary disability payment.

Maintains prior voucher amounts ($4,000-$10,000) for injuries occurring between January 1, 2004 and December 31, 2012, and directs the administrative director to adopt implementing regulations.
