Increases the threshold for cash contribution and expenditure prohibitions from $100 to $200, and increases the threshold for anonymous contribution prohibitions from $100 to $200.

Repeals contribution limits on candidates for elective office and repeals prohibitions on foreign government or foreign principal contributions to ballot measures.

Requires candidates and committees to report contributions and expenditures of $200 or more within 24 hours of making or receiving them, with reports filed online or electronically to the Secretary of State and Commission.

Repeals requirements for semiannual statements, supplemental preelection statements, and late contribution reports under campaign finance disclosure rules.

Requires Secretary of State to submit these amendments to voters for approval at a statewide election before the provisions become operative.
