Requires the California Victim Compensation and Government Claims Board to notify legislative appropriations committee chairpersons at least 15 days before allowing claims payments of $500,000 or more for prior year costs or claims from a single provider exceeding $500,000 within one year.

Applies the notice requirement to claims paid from current year appropriations and allows the Joint Legislative Budget Committee Chairperson to require shorter notice periods on a case-by-case basis.

Removed original provisions relating to state agency fingerprinting requirements for non-law-enforcement purposes.
