Repeals existing provision requiring specific signage to prohibit taking of protected mammals and birds; expands trespass law to cover signs forbidding trespass or hunting, or both.

Establishes enhanced penalties for illegal take of trophy deer, elk, antelope, bighorn sheep, and wild turkey: fines of $5,000-$40,000 (or $2,000-$5,000 for wild turkey) and/or up to one year county jail time.

Imposes $10,000 fine per bear part for violations committed using signal-emitting devices in conjunction with illegal bear take for sale or trafficking.

Authorizes Fish and Game Commission to suspend or permanently revoke hunting and fishing licenses upon conviction, with appeal rights allowing the commission to restore privileges after considering nature and gravity of violations.

Directs all fine revenue to Big Game Management Account or Upland Game Bird Account based on violation type; requires 50 percent of collected fines be paid to the county for district attorney or city attorney prosecution costs.
