Creates the California Interagency Council on Homelessness to coordinate state response to homelessness and identify federal funding sources for homelessness programs.

Requires council to hold public meetings at least quarterly and operate within existing departmental budgets without state appropriations, relying instead on federal and private funding.

Authorizes council to act as lead coordinator for state homelessness response and establish working groups or task forces to advance its mission of cross-agency cooperation.
