Requires the Director of Pesticide Regulation to make publicly available the written determination regarding control measures for each pesticide listed as a toxic air contaminant and all findings made by consulting agencies.

Mandates the director develop control measures for pesticides identified as toxic air contaminants, designed to reduce emissions so the public is not exposed to levels that may cause significant adverse health effects.

Requires the director to adopt control measures within 2 years of determining a need for them, or submit a report to the Legislature explaining why control measures have not been adopted.

For pesticides where a determination of needed control measures was made prior to January 1, 2013, the 2-year deadline begins on January 1, 2013.

Specifies best practicable control techniques may include label amendments, applicator training, use restrictions, application procedure changes, reclassification as restricted material, or cancellation.
