Expands penalties for purchasers who misrepresent quantity in commodity sales by prohibiting purchase price computation based on a price per unit of measure lower than the highest applicable price represented to the seller, or lower than prices established by law or regulation.

Authorizes registered service agencies to remove "out of order" tags from weights and measuring instruments after corrective repairs and with sealer authorization, allowing equipment to be placed in service pending reinspection.

Permits commercial use of weights, measures, or weighing/measuring instruments found correct or corrected by a registered service agency pending reinspection by a sealer.

Directs the Secretary to establish a uniform fee schedule for county inspection and testing of commercial weighing and measuring devices that is comparable to rates charged by registered service agencies.

Clarifies that violations of these provisions constitute a misdemeanor and states that no state reimbursement to local agencies is required because the changes modify the definition of a crime.
