Establishes legislative intent that a contracting public agency shall not experience significant increases in actuarial liability when another contracting agency increases compensation paid to nonrepresented employees.

Requires the PERS Board of Administration to develop guidelines defining significant actuarial liability increases and implement program changes so that the employer creating the liability bears the associated costs.

Directs the system actuary to assess liability increases to the responsible employer when determined and adjust that employer's rates accordingly, applying retroactively to increases determined after January 1, 2012.

Exempts compensation covered by memoranda of understanding or earned while members of recognized employee organizations from these requirements.

Prohibits PERS from administering replacement benefit plans for persons who first become members on or after January 1, 2013, when benefits are limited by federal law Section 415.
