Creates the School Energy Efficiency and Greenhouse Gas Reduction Fund as a special fund in the State Treasury to support school energy efficiency projects

Establishes the Bright Schools Program administered by the State Energy Resources Conservation and Development Commission to award grants to public K-12 schools for building retrofits that reduce greenhouse gas emissions and energy consumption

Requires the Commission to consult with the Superintendent of Public Instruction to prioritize eligible schools based on facility age, student poverty rates, recent modernization status, year-round operation, demand reduction potential, and Energy Star ratings

Mandates energy audit procedures, net present value analysis for eligible measures, and annual reporting by schools on energy savings achieved through funded projects

Allows schools receiving grants to simultaneously access other federal, state, local, and utility incentives and leverage them with these grants
