• Expands paid leave of absence provisions for classified employees of school districts and community college districts to include unelected members of public employee organizations attending authorized organizational activities.

• Requires employee organizations to provide reasonable notification to employers when requesting paid leave of absence for employees.

• Mandates that employee organizations reimburse school districts or community college districts within 10 days of receiving certification of compensation paid to employees on leave.

• Employees on authorized leave earn full service credit toward retirement (maximum 12 years) and retirement fund contributions are included in compensation.

• Does not apply to employees covered by collective bargaining agreements that already expressly provide for paid leave related to participation in public employee organization activities.
