Designates the California Exposition and State Fair general manager as chief executive officer and requires the general manager to report annually to the State Fair Leasing Authority on operations and financial condition by May 31 each year.

Requires the board to develop, maintain, and comply with written contracting policies and procedures, including competitive bidding for contracts over $100,000 and requirements for socially and economically disadvantaged small business participation.

Transfers approval authority for property acquisitions, improvements, leasing, and pledging of revenues from the Department of General Services to the State Fair Leasing Authority.

Delegates independent power to board officers and employees to appoint peace officers and civil service personnel for the California Exposition and State Fair.

Creates separate bank accounts for the State Fair Leasing Authority with continuous appropriations, and provides that all proceeds from leases, sales, or agreements become perpetual property of the California Exposition and State Fair.
