Requires the California Public Utilities Commission (CPUC) and Independent System Operator (ISO) to jointly evaluate electrical transmission facilities in the ISO's most recently approved transmission plan and determine which are necessary or useful to interconnect eligible renewable energy resources for California's renewables portfolio standard program.

Mandates the CPUC and ISO to publish a report by March 31, 2012, that includes timeframes for obtaining governmental approvals, construction, and placement into service of identified transmission facilities, along with analysis of barriers and solutions to achieve service by December 31, 2016.

Requires the CPUC to annually provide the ISO resource scenarios consistent with renewable energy procurement requirements and the ISO's transmission planning horizon.

Directs the CPUC to give substantial weight to applications for transmission facility certificates that are identified through the ISO's transmission planning process, provided the ISO considers transmission alternatives.

Establishes coordination between the CPUC's certificate of public convenience and necessity issuance process and the ISO's transmission planning to support renewable energy development and federal investment tax credit benefits.
