Requires the California Department of Health Care Services to implement statewide use of the federal Public Assistance Reporting Information System (PARIS) to identify veterans and their dependents or survivors enrolled in Medi-Cal.

Mandates the department exchange information with PARIS and refer Medi-Cal beneficiaries receiving high-cost services (including long-term care) to county veteran service officers for assistance obtaining U.S. Department of Veterans Affairs benefits.

Requires the department to enter into an agreement with the California Department of Veterans Affairs to perform county veteran service officer outreach services with performance standards to measure program effectiveness.

Exempts contracts entered under this section from the Public Contract Code and administrative procedure requirements to enable expedited contract processing.

Authorizes the department to implement the program through written directives without further regulatory action.
