Prohibits any person or entity from selling, trading, or transferring veteran's commemorative property without court permission, except for municipal corporations and funeral establishments selling new commemorative property.

Requires non-municipal entities owning cemeteries with veteran's commemorative property to petition superior court for permission to sell, trade, or transfer such property, with court approval granted only under specific conditions including deterioration, suitable preservation, cemetery maintenance funding needs, or donor consent.

Establishes procedures for court hearings including notice requirements and allows testimony from petitioners, property owners, donors, veteran families, the Division of Veterans Services, Department of Parks and Recreation, and the public.

Makes violations a misdemeanor punishable by a fine of $100 to $1,000 or imprisonment of 10 days to 6 months, or both, plus costs and expenses of prosecution.

Defines "veteran" as a person who served in U.S. active military or state militia during wartime and received an honorable discharge, and defines "veteran's commemorative property" as monuments, headstones, markers, plaques, statues, or similar items identifying or commemorating veterans in cemeteries.
