Requires electrical corporations with at least 100,000 service connections to replace up to 100 low-efficiency light bulbs with high-efficiency bulbs in street light poles they own, at the same replacement rate as their local city or county.

Mandates electrical corporations post energy efficiency program information on their websites, including program descriptions, costs and benefits, funding sources, budget details, expenditure summaries, and eligibility criteria, updated at least twice annually.

Directs these programs to be funded through existing collection mechanisms with no increase in amounts collected, and establishes them as part of state energy efficiency targets under the Public Utilities Code.

Exempts the state from reimbursing local agencies for implementation costs, designating compliance as a state-mandated local program under constitutional provisions regarding crime definition changes.
