Authorizes county boards of supervisors to make revisions to the recommended budget at any time until the final budget is adopted, not just before June 30.

Requires any revisions to the recommended budget proposed after the public hearing begins to be submitted in writing to the board clerk before the hearing closes.

Allows revisions after the public hearing closes only if approved by a four-fifths vote of the board.

Maintains existing requirements that boards approve the recommended budget by June 30 and adopt a final budget by October 2 each year.
